Disaster and Emergency Services is responsible for maintaining an emergency services system that includes all four phases of emergency management.


· Mitigation
Actions taken prior to a disaster or emergency to eliminate a risk or reduce the impact of a disaster.
 

· Preparedness
Actions taken to enhance the response efforts after a disaster. These actions include establishing warning systems, public education, pre-planning, exercising and training.
 

· Response
The mobilization of emergency services and activation of local emergency plans after a disaster.
 

· Recovery
Short and long term efforts to restore the community and local government to its pre-disaster status.
